Oregon’s Small Water Utilities

Opportunity

In response to House Bill 2010 (2023 Regular Session), the Oregon State Legislature allocated funding to evaluate the vulnerabilities and priorities of small water systems. These systems—often rural and resource-constrained—face mounting challenges related to aging infrastructure, limited financial capacity, and evolving regulatory demands. OAWU engaged DHM Research to conduct a statewide survey of staff at small water systems to inform future investments and policy support.

Approach

DHM Research surveyed small and very small community water systems across Oregon between August 1 and August 29, 2024. The survey explored system performance and needs across multiple dimensions, including infrastructure, financial stability, emergency preparedness, workforce capacity, and regulatory compliance.

Respondents were asked to assess both the quality and urgency of needs in each area, allowing for a clear prioritization of investment and support strategies. Infrastructure, particularly in regards to distribution, water supply, and treatment systems, is a clear urgent need. The findings also underscore the value of ongoing training and technical assistance to maintain compliance and operational excellence.

Results

This research provides a roadmap for Oregon legislators and water sector leaders: targeted infrastructure funding and financial support are essential to sustain safe, reliable water service in small communities.
