Opportunity

As part of a 2024 Washington State budget proviso, the Washington Student Achievement Council (WSAC) was assigned to complete and deliver to the Legislature by June 30, 2025, a report regarding a separate 2024 (unpassed) bill that proposed using a portion of the State’s 529 actuarial reserves to fund a statewide promise program. As part of the legislative assignment, WSAC was required to make policy recommendations to the Legislature. WSAC partnered with DHM to conduct this study and produce the associated report.

Approach

DHM undertook a multi-phase research approach that included a literature review, 50-state policy review, expert interviews, and policy analysis. We completed a 50-state policy review, systematically examining any scholarships, grants, or other financial aid programs linked to state-sponsored 529 plans. The comprehensive literature review drew from government reports, state college savings plan websites, academic literature, policy analysis, and legislation to identify the structure, scope, and funding sources of these programs. Findings informed two case studies highlighting how other states approach similar policy challenges.

Expert interviews and policy analysis were used to study the feasibility of a scholarship created under a specific chapter in the Restricted Code of Washington and funded with a mechanism not previously used in Washington. DHM analyzed primary sources, conducted interviews with subject matter experts, and reviewed other legislative documents such as RCW, fiscal notes, and bill reports.  

Results

The final report met all assignment requirements and was recently accepted by both the Governor’s office and the Legislature—delivering clear research insights and 12 actionable policy recommendations to guide future funding and program decisions.
