Why did a 2024 bill that proposed using a portion of the State’s 520 actuarial reserves to fund a state-wide promise program go unpassed? The Washington Student Achievement Council (WSAC) teamed up with DHM to answer this question through an in-depth study and the creation of a corresponding report, which included policy recommendations for the Legislature.

Approach

DHM employed a multi-phase research approach that ultimately informed two case studies highlighting how other states overcame similar policy challenges. As part of the process, we conducted a 50-state policy review that systematically analyzed scholarships, grants, and other financial aid programs linked to state-sponsored 529 plans. A comprehensive literature review drawing on government reports, state college savings plan websites, academic literature, policy analysis, and legislation helped identify the structure, scope, and funding sources of these programs.

Expert interviews and policy analysis provided WSAC with insights into the feasibility of creating a scholarship under a specific chapter of the Restricted Code of Washington and funding it through a mechanism not previously used in the state. Throughout the information-gathering phase, DHM probed primary sources, consulted subject matter experts, and reviewed other legislative documents, including RCW, fiscal notes, and bill reports.  

Results

The final report delivered clear insights and 12 actionable policy recommendations to guide future funding and program decisions, and was ultimately accepted by both the Governor and the Legislature.
