Library Levy Survey

Opportunity

In May 2026, the City of Eugene needed to convince voters to pass an increased 5-year library levy to dispel years of budget cuts. The City reached out to DHM to gauge support across several potential levy options to ensure the public library could continue to provide vital community services.  

Approach 

To understand key issues and satisfaction with library services and programs, DHM conducted a mixed-mode survey of 400 Eugene voters. The survey questions introduced three potential funding options to maintain or expand the library’s level of service. This approach identified voters’ strongest reasons for and against each option, providing the City guidance on how best to shape the May 2026 ballot measure. 

Outcome 

DHM’s findings highlighted the high level of approval with Eugene’s library services, with over three-quarters of voters expressing satisfaction with services. The research gave the City a clear read on what voters would support, leading it to place on the ballot the highest funding level tested. Voters approved the levy in May 2026, securing $4.42 million annually for the library.
